It's tough, but it ain't impossible.
Now... vegan is no animal products whatsoever... no fish, no dairy, no
eggs, no cheese.
You'll have to get your protein from soy and nuts. Traditional
vegetarian cookbooks will be heavy on the grains and beans and wheat
products, but they may have some recipes that would work. You might
also want to check out the "Glycemic Index" which can point you toward
the lowest glycemic beans and legumes (Chana Dal is the lowest, but
there are others at the "bottom".)
I did a search for you on Google (you should give it a try, lots of info
there!)...
I put in "low carb vegan", and came up with the following links, mostly
